Structure
This element fits hand in hand with systems above, but specifically addresses what is otherwise referred to as the "chain of command". From a financial perspective, Structure supports the element of accountability by providing clear delineation of responsibility for designated cost centers and programs within the organization, as well as its financial governance.

Accountability
Accountability can only be established by having both Systems and Structure firmly in place. This element plays a vital role as it relates to ensuring outcomes. Accountability encompasses both the management and governance apparatus of the organization, and seeks to clearly define expectations between these two vital levels of decision making.

Planning
This element is focused on both positive goals and risk mitigation/avoidance, and is heavily supported by Systems and Structure due to its dependence on quality data and informed decision making. Planning is where the vision is cast for the organization, and where decisions affecting its future capacity are made.
Planning Guiding Principle - We are precisely where we plan to be.
Execution
Execution is where the organization's finances really take shape. This element depends on all of the other elements for support. However, without Execution the other elements have limited value as it relates to the financial success of the organization.
